Paper -disintegration in water

#Paper balloon is also called as 'water bomb'.
#what will happen if we fill water in paper balloon?
we know that paper is made from trees,so a piece of paper is composed mostly of cellulose (wood) fibres.
when paper gets wet,strong hydrogen bonds between the cellulose fibres broke down and fibres separate easily.
This happens because water (H2O) is made up of hydrogen and oxygen.
As a result, its molecule tends to form hydrogen bonds with the hydroxyl (hydrogen and oxygen) groups in the cellulose fibres.
when the hydrogen bonds that hold cellulose fibres together break apart and weaken, this causes the fibres to separate easily. 
Thus, the paper becomes weak and much easier to tear.
Even thick cardboard can be torn easily,when they are wet.

#why paper money is not disintegrated if left in water?
Paper money is composed of mostly cotton and linen fibres rather than cellulose fibres.Cotton and linen fibres are not affected by water to the same extent as notebook paper.
